- be 18 years of age or older on the date of the election
- be a citizen of the United States
- not have been determined mentally incompetent by a final judgment of a court
- Not have been finally convicted of a felony or, if so convicted, must have:
- Fully discharged his sentence, including any term of incarceration, parole, or supervision, or completed a period of probation ordered by any court
- been pardoned or otherwise released from the resulting disability to vote
- be a resident of the city on the day of the election
- be a registered voter on the day of the election
